Why us

Before advising local authorities, we ran them.

Over fifteen years of public and private responsibility, ten of them as chief executive of three French Guiana municipalities: Maripasoula, Iracoubo, then Matoury and its 780 staff. Richard JOIGNY knows a municipal budget because he built one, public procurement because he practised it, and the legality review because he answered to it.

He works in French, English, Creole and Sranan Tongo, which matters when a negotiation is held in Paramaribo, Georgetown or Macapá.

Budgets in the tens of millions of euros, structured services, payroll and labour relations at stake.

  • River and inland municipalities

Small teams, hard logistics, facilities and drinking-water projects carried single-handed.

  • Groupings of municipalities

Transfers of competence, pooling, multi-year programming and audit by the regional court of accounts.

  • French West Indies authorities

The same trades in another setting: we also work in Guadeloupe.

  • Companies in French Guiana

SMEs, family groups, firms bidding for public contracts or investing.

  • Foreign investors

Companies from Brazil, Suriname, Guyana and the Caribbean looking for a European base.

We name no client, public or private: what you entrust to us stays between us. Detailed references are provided to public buyers on request, with the consent of the authorities concerned.

Our method

Four steps, one point of contact.

  1. 01

    Listen

A thirty-minute call to qualify the project and tell you whether it stands up. If it does not, you know that day.

  2. 02

    Assess

A written note, costed and sourced. Every rule cited is checked at the date of the report, with its reference.

  3. 03

    Build

The complete file: documents, budgets, procedure, timetable, contacts. Papers ready to sign.

  4. 04

    Support

Follow-through to completion: delivery, compliance, collection of funding, regulatory watch.

CIA Gateway

Europe begins in the Amazon.

French Guiana is the only territory in South America where a company operates under French law, invoices in euros and sells into the EU single market. We take foreign companies from assessment to registration, and support them afterwards.

€Secure

Your contracts under French law, your assets in euros, your accounts in the European banking system. The antidote to currency volatility and legal uncertainty.

450 MReach

The EU single market and its 450 million consumers. CE marking and European Union origin: the only stretch of the Amazon that manufactures inside the EU.

The group

We know the costs because we pay them.

CIA heads a group operating in French Guiana: private security and remote monitoring, waste collection and logistics, vocational training, energy, agri-processing. The real lead time of an administration, the full cost of a hire, the weight of octroi de mer: we live with them every month, and our advice reflects it.

Frequently asked questions

What we are asked most often.

Is CIA a firm of chartered accountants?

No. CIA is a consulting and project engineering firm. Keeping and presenting accounts is the work of a chartered accountant registered with the French Order. We work alongside yours, or introduce you to one, and handle everything around it: projections, funding plans, financial analysis, bank and grant applications.

Do you work outside Cayenne?

Yes, across French Guiana, including the river and inland municipalities, and in the French West Indies. Part of the work is done by video; decisive meetings are held on site.

Is the first meeting charged?

No. It lasts thirty minutes, is confidential and carries no commitment.

How are your fees set?

As a fixed fee agreed after the first call, on a basis of €1,200 per consulting day. French VAT does not apply in French Guiana (article 294-1 of the Tax Code).

Thirty minutes is enough to know whether your project stands up.

The first call is confidential, free of charge and without commitment, by video or in Cayenne.
