Local authorities

Advisory services for local authorities in French Guiana

Client-side project management, local finance, public procurement and funding applications, from a firm led by a former chief executive of three French Guiana municipalities.

What we do

The daily work of a chief executive’s office, and its major files.

Local finance and budgets

Budget preparation and policy debate, financial forecasting, multi-year investment plans, year-end closing and carry-overs.

Funding applications

National grants, ERDF, EAFRD, Interreg, overseas funds: funding plans, applications, agreements, advance and balance claims followed to collection.

Public procurement

Procedure engineering: timetable, lots, criteria, economic and technical bid analysis, financial follow-up of contracts. Legal drafting stays with your departments or your lawyer.

Client-side project management

Programming and supervision of public facilities, water and sanitation schemes, buildings and roads, through to acceptance.

Organisation and HR

Service reviews, organisation charts, allowance schemes, payroll forecasting, labour relations.

Preparing meetings and audits

Notes, reports and draft acts (council resolutions, orders) prepared at the request and under the authority of the authority; documents and tables for audits by the financial courts.

How we work

With your departments, on your letterhead.

  • With your staff.

We work alongside your departments and leave the methods and tools behind: the authority keeps the skill once we have gone.

  • On your letterhead.

Notes, reports, draft acts and funding plans are prepared at your request, under your authority, on your letterhead, ready for committee or council.

  • Sourced and dated.

Every amount, threshold and legal reference is checked at the date of the document. Political choices are set out separately.

  • Within procurement rules.

Purchase order, adapted procedure or your own tender: we provide our administrative documents on request.

Why us

Before advising local authorities, we ran them.

Over fifteen years of public and private responsibility, ten of them as chief executive of three French Guiana municipalities: Maripasoula, Iracoubo, then Matoury and its 780 staff. Richard JOIGNY knows a municipal budget because he built one, public procurement because he practised it, and the legality review because he answered to it.

He works in French, English, Creole and Sranan Tongo, which matters when a negotiation is held in Paramaribo, Georgetown or Macapá.
