The firm
A project engineering firm in French Guiana, for its region.
CIA, Conseil, Ingénierie et Assistance, supports local authorities, companies and investors across the life of a project: the study that founds it, the funding that makes it possible, the procedure that secures it and its delivery.
Our method
Four steps, one point of contact.
- 01
Listen
A thirty-minute call to qualify the project and tell you whether it stands up. If it does not, you know that day.
- 02
Assess
A written note, costed and sourced. Every rule cited is checked at the date of the report, with its reference.
- 03
Build
The complete file: documents, budgets, procedure, timetable, contacts. Papers ready to sign.
- 04
Support
Follow-through to completion: delivery, compliance, collection of funding, regulatory watch.
Our principles
Four rules we apply to every file.
The source before the opinion.
Everything we assert is sourced: an article of law, a verification date. A figure without a source does not enter our reports.
Saying no is part of the service.
If we do not believe a file is fundable, we say so before being paid to build it.
Each to their own trade.
We provide engineering and coordination. Legal, accounting and notarial acts are carried out by registered professionals whom we bring in and whose timetable we hold.
Substance before tax advantage.
No arrangement without real operations: that is a firm rule.

Why us
Before advising local authorities, we ran them.
Over fifteen years of public and private responsibility, ten of them as chief executive of three French Guiana municipalities: Maripasoula, Iracoubo, then Matoury and its 780 staff. Richard JOIGNY knows a municipal budget because he built one, public procurement because he practised it, and the legality review because he answered to it.
He works in French, English, Creole and Sranan Tongo, which matters when a negotiation is held in Paramaribo, Georgetown or Macapá.

The group
We know the costs because we pay them.
CIA heads a group operating in French Guiana: private security and remote monitoring, waste collection and logistics, vocational training, energy, agri-processing. The real lead time of an administration, the full cost of a hire, the weight of octroi de mer: we live with them every month, and our advice reflects it.
Thirty minutes is enough to know whether your project stands up.
The first call is confidential, free of charge and without commitment, by video or in Cayenne.
